Is your feature request related to a problem? Please describe.
Database conversion does not support all database configurations because the converter command line doesn't accept all options. For example, SSL is not supported. It also only supports some database types (ie, not sqlite) because it needs to understand the config format.
Describe the solution you'd like
I'd like to provide a second config.php that is used for the target database configuration.
Describe alternatives you've considered
We could extend the conversion tool command arguments, but we would forever be chasing full support of all nextcloud configuration options.
