Bug description

In the Files App the directory list is loaded an visible for a brief moment but then is relocated again about one text line lower.
This has the effect that you are aiming to click on the directory you want to open but very often you click on the wrong directory at last. The effect takes even longer when a README.md is present.

Steps to reproduce

  1. in files app create two folder "1_wrong_one" and "2_the_chosen_one"
  2. create a file README.md with a couple of lines
  3. hit refresh and try to click "2_the_chosen_one" as fast as you can, to get the idea.

Expected behavior

The directory list should be rendered (visible) only once relatively fix to the screen when the page is loaded.

@szaimen Thanks for having a look at this. Let me mention, that the behavior described above, also is shown, when there's no README.md - the presence of that file only makes it more abvious.

Are you sure @juliushaertl? When there is a readme, the problem described in this issue will still be there, no? While the rich workspace is loading, size changes and thus the file list below will jump around. Probably we should give the outer container a size similar to the final rich workspace editor to prevent the jumping, no? But maybe I'm missing something from #3209 😬

    Sounds good to me!

Would love to get some input from @jancborchardt since the intial height would also be different depending on if the workspace is empty or has content as it dynamically grows currently. Otherwise we might always have quite some additional spacing in there.
