Current Behavior

Reading https://docs.npmjs.com/cli/v8/using-npm/workspaces#adding-dependencies-to-a-workspace

there's no real explanation of how to add a workspace as a dependency of another workspace

Expected Behavior

Documentation and examples of how to add regular and dev dependencies from one workspace to another, also a discussion of resolution order and wildcards.
