[BUG] npm repo x inside workspace folder opens repo of the workspace #5067

Is there an existing issue for this?

This issue exists in the latest npm version

• I am using the latest npm

Current Behavior

If your cwd is a workspace, running npm repo x opens up the repo of the workspace, not x.

Expected Behavior

npm repo x should always open the repo for x.
