DOC: link in User Guide should be redirected #26768

Issue with current documentation:
In NumPy user guide, "NumPy tutorials" opens NumPy Features.
Idea or request for content:
The correct link should be https://numpy.org/numpy-tutorials/

Indeed it was intentional, but the choice was arbitrary - the thinking was that users coming from the user guide would be most interested in narrative docs related to numpy features. I don't feel strongly though, happy with whatever folks prefer!

I think my idea is less confusing, because that link's contents list tutorials by section. If you prefer preserving the current link, then I suggest clarifying that the notebooks are tutorials on NumPy Features. Thanks.
