The python module ``distutils`` was removed in latest version (3.12), so the document of ``distutils`` does not exist. Reduced 4 reference warnings (see gh-13114). [skip cirrus] [skip azp] [skip actions]

This whole doc might need a once-over to make sure it's up-to-date with the latest build system... there are a lot of python setup.py 's in here that are no longer the right way to do this (I believe).
