The official WAC specification is at https://solidproject.org/TR/wac (published) and https://solid.github.io/web-access-control-spec/ (editor's draft).
It is now implemented in dokieli (source) if you'd like to play with against your server.
There have been additions to the (editors draft) of the Solid Web Access Control Specification:
acl:conditionwas added as an additional requirement for anacl:AuthorizationAdding support for ACL Conditions will (eventually) make it possible to support time-based conditions and ODRL policies.
