I'm having trouble using createFloatingIp.
Following the source code and documentation, I came to the following

$options = [
'tenant_id' => '2xxxxxxxxxxxxxxxxxxx',
'floatingNetworkId' => 'exxx-zxxx-xxxx-xxxxx'
];
$ networking = $OpenStack->networkingV2ExtLayer3()->createFloatingIp($options);
I get the following feedback:
