lookup fills vectors with 0 #3860

sc.lookup has a fill_value parameter for points outside the lookup table. It defaults to NaN for floats and to 0 for integers. Based on that, I would expect that vectors are filled with [NaN, NaN, NaN]. But they are filled with [0, 0, 0].

To change this, we only need an extra case in make_fill.
