.github/workflows/docs-pages.yml triggers on pushes matching docs/**, faq/**, manual/**, changelog/**, upgrade_guide/**. .github/workflows/** is not in the list, so a change to the publish workflow itself never fires a publish.
This matters because README-dev.md documents adding a new documented version as three steps, the third being "add it to the setup-java step in .github/workflows/docs-pages.yml". Performed on its own, that step merges and appears effective while nothing is rebuilt.
Fix: add .github/workflows/docs-pages.yml (or .github/workflows/**) to the paths: filter.
