docs/_utils/javadoc.sh runs mvn install -DskipTests and then mvn javadoc:javadoc across the full reactor, compiling and javadoc'ing query-builder, mapper-runtime, mapper-processor, test-infra, integration-tests, examples and the OSGi modules. The script then publishes only core's output.
The publish repeats this for every version in BRANCHES, currently 16.
Fix: -pl core -am on both invocations. Worth confirming the generated core javadoc is byte-identical first, since the aggregate run can affect <links> resolution.
