Uncouple the default content from the installer #1599

If you select the Zero theme on install, no pages / forms / etc are installed. The default article, comment and links are installed anyway, and they are given their respective sections, categories and what have you.

The default article has a section of 'Articles'. The 'Articles' section uses the archive page template, which is missing…and throws a slightly scary combo of 'Missing' and 'Development':

I'm guessing something is hard-coded to attach archive to the default article, which is fair enough, but using Zero implies that a user might want to start with a clean slate anyway, so we should consider the ramifications of decoupling the default content and the presentation from the manual setup process.

Something akin to the current theme selection as it is (cos that works just fine), and having a followup option on the same page asking if the user wants default content.

I don't think this is a bug per se, certainly not one to address now, but I think there's value in considering an audience who just want a blank canvas from the get go.
