Create a hook to manage the size of agent skills and AGENTS.md #1776

We should impose a limit on all SKILL.md files and the AGENTS.md file of 500 lines maximum.

We should provide instructions on how to make changes if they make the file more than 500 lines. We should split skills into subskills, and move general AGENTS instructions into separate files.
