volt build is a bother while developing vim plugin

Load plugin from $VOLTPATH/repos/<repos> when VOLT_LOAD is non-empty:

$ VOLT_LOAD='<repos>' vim

Load multiple plugins:

$ VOLT_LOAD='github.com/tyru/open-browser.vim,github.com/tyru/open-browser-github.vim' vim

Load all plugins:

$ VOLT_LOAD='*' vim

By #157, now volt creates symlinks under vim dir.
User (vim plugin developer) can modify the repositories under vim dir directly.
