We ran out of IPv4 addresses long ago. There is a wait-list per region. I've started tracking the ARIN IPv4 wait-list: lanrat.github.io/ARIN-IPv4-Wait… There are some pretty interesting stats. Its growing faster than it can be serviced, even though the throughput is increasing.
