This PR updates the site configurations for the four NRL sites. For Blueback, Narwhal, and Nautilus, these are modifications of the existing site configurations required by the recent update from Spack upstream (spack engine, spack-packages). For Atlantis, these updates were made in #2039; this PR updates both the LLVM compiler and the Intel oneAPI compiler to the latest available versions. The PR includes a submodule pointer update for cylc-related changes in JCSDA/spack-packages#69. I tested these on my laptop; built and ran the cylc-dev environments with Python 3.11, 3.12, and 3.13.
