Plan statuses are draft, approved, active, complete, abandoned; the gate, the guides and the template say so, with a state diagram #219

Epic: #142 · Feature: #156

Context

Ruled 2026-09-21. A plan's working statuses are five words: draft, approved, active,
complete, abandoned. chartered, introduced by #199 on 2026-09-10, was the agent's word, not
the owner's, and goes. in-progress says what active says and goes with it.

Today the vocabulary is written in four places and none of them says this:

Where Says today
docs/guides/development-process.md line 225 draft, chartered, complete, abandoned
docs/plans/TEMPLATE.md line 22 the same four
docs/documentation-standards.md line 30 draft, in-progress, complete, abandoned
.github/scripts/Test-Frontmatter.sh line 41 draft in-progress complete abandoned approved Approved active

Found on #213's branch, where the gate rejected the process's own word. Resolved there by setting
the plan to approved.

Work

  • The five words, in one place: docs/plans/TEMPLATE.md keeps the list; development-process.md
    and documentation-standards.md say what each means and point at the template;
    Test-Frontmatter.sh reads its working-status list from the template's status: line, so the
    four cannot drift again.
  • development-process.md § Documents on every commit gains a mermaid stateDiagram-v2 -- ruled
    2026-09-21, "i want the diagram in our development process guidelines":
    [*] --> draft · draft --> approved (review) · approved --> active (work begins) ·
    active --> complete (the last commit of the pull request) · draft --> abandoned,
    approved --> abandoned, active --> abandoned (dropped) · complete --> [*],
    abandoned --> [*].
  • The tracked plans carrying chartered or in-progress are corrected to the state they are in.
  • A test in the gate's own terms: the five pass, chartered and in-progress fail.

    Third copy of the vocabulary, also stale: docs/documentation-standards.md line 30 lists the working-document statuses as draft, in-progress, complete, abandoned. #199 corrected development-process.md and TEMPLATE.md and missed this one and the gate. Four places define the same four words and two of them are wrong. Proposal for the fix: one source -- the gate reads its list from TEMPLATE.md's status line, documentation-standards.md points at the template rather than restating -- and a mermaid stateDiagram in development-process.md beside the sentence, so the transitions are drawn, not only described: draft --> chartered (review), chartered --> complete (last commit of the PR), chartered --> abandoned, draft --> abandoned.
