Add pwrshplugin.dll build for Nano (CoreCLR), resurect build for Full #1155
Find out why it didn't fail the build and fix this: such errors must fail the build: Answer: because I didn't use Start-NativeExecution helper function.
The Windows 10 SDK appears to support compilation for downlevel as well. More investigation is needed to determine the exact cmake settings to use and verify its compatibility

Mike Richmond (@mirichmo) I noticed on FullCLR there is no
pwrshplugin.dllin System32, but there ispspluginwkr.dll. Are these two same thing?mirichmo commentedon Jun 22, 2016
What version of Windows? I think pspluginwkr.dll is the old version of it (PowerShell v2 and below).

Mike Richmond (@mirichmo) this is from the recent build from our branch.

Also, in bab296f I excluded plugin from the build, when I tried to fix the build.
I will address these two things at the same time
