unblock-file on linux failes with module could not be found #1207

Steps to reproduce
unblock-file
Expected behavior
fail similarly to get-execution policy with operation is not supported on this platform
Actual behavior
unblock-file : Unable to load DLL 'api-ms-win-core-file-l1-2-1.dll': The
specified module could not be found.

This falls under #1122. The cmdlet simply makes no sense on some platforms, and we need platform specific modules so that it does not appear.
