🎯 Changes

The current cpy-cli command generates a weird output - it generates the intended target "codemods" folder, but also a "query-codemods" folder with root-level files. These files do not need to be shipped (and also cause an error with the latest Publint version).

This PR switches to pnpm's shellEmulator to allow for bash-like commands even on Windows systems. The behaviour is far more predictable.

By using shellEmulator, we can remove cpy-cli, cross-env, and possibly premove, reducing dependencies.
