We seem to have broken the check to send reports only for nightly runs and we've started receiving on Zulip reports for runs from main:

The jobs are run on the specified targets but are skipped that's why I was confused with the messages. This is affecting tags and this is required to be fixed as part of the 25.0.0 release.
