[improve][misc][branch-4.x] Upgrade Jackson to 2.18.11 - #26759

Motivation

Upgrade Jackson from 2.18.10 to 2.18.11 on branch-4.2.

Modifications

Update the Maven Jackson BOM version and the Jackson artifact versions in the server and shell distribution license files.

Verifying this change

• Passed ./mvnw -B -ntp -N validate.
• Passed ./mvnw -B -ntp "-Dpulsar.basedir=$PWD" checkstyle:check.
• Passed git diff --check and confirmed no tracked files reference 2.18.10.

This dependency version update adds no new tests. Runtime tests were not run.
