Motivation

Keep Guava current with the stable JRE release, adopting the collection improvements and concurrency fixes in the 33.7 line and the corrected jar manifest in 33.7.1.

Modifications

Upgrade Guava from 33.6.0-jre to 33.7.1-jre and update the server and shell binary-license inventories. The failureaccess runtime dependency remains at 1.0.3.

help assemble sanityCheck checkBinaryLicense passed with configuration cache enabled, including Checkstyle/Spotless. All 22 focused hash and range-set tests passed on Java 17 with retries disabled and no skips.
