[improve][build] Upgrade SnakeYAML to 2.7 - #26761

Motivation

Keep the YAML parser used through Jackson's YAML support and build tooling current.

Modifications

Upgrade SnakeYAML from 2.6 to 2.7 and update the server and shell binary-license inventories.

• Make sure that the change passes the CI checks.

help assemble sanityCheck checkBinaryLicense passed with configuration cache enabled, including Checkstyle/Spotless. All 10 cases in FunctionUtilsReloadTest, ConnectorUtilsReloadTest and AdditionalServletUtilsTest passed with retries disabled, covering YAML descriptor serialization/loading.
