Unit constructor should not allow formats that are for output only #11828

As noticed by @olebole in #11826, u.Unit('anything', format='unicode') fails with an error message that is confusing, suggesting that the the unit might be wrong, while really the unicode format, like latex, is meant for output only. The non-parsing output formats should get a different error message.
