Make build_sphinx use _build directory

This has been discussed in #102, #115, and #117. Basically, the python setup.py build_sphinx command should use the version of astropy that is in the _build directory, and make html in the docs directory should use whatever version is actually installed.

Note that this should be done after #115, because there will probably be quite a bit of incompatible changes.
