Issues with time and current build #407

Description

@crawfordsm

I was just trying to build the most recent package from scratch and I got the following error:

error: astropy/time/sofa_time.c: Could not find C file astropy/time/sofa_time.c for Cython file astropy/time/sofa_time.pyx when building extension astropy.time.sofa_time. Cython must be installed to build from a git checkout

After installing cython, I'm still getting this error and can't build this package. I imagine this might be related to #396, but I'm not really sure at the moment. Any ideas?

And will cython installation be necessary for the installation of the package? If so, the documents should be updated.

Thanks

    Cython is required when checking out from github, but we do ship the pre-Cythoned .c files in release tarballs, so Cython isn't required in that case.

    I'm not sure why it's not finding your Cython. If you start up the "python" you're using to build and type "import Cython", does that work?

    Ah, that was the problem--cython was installed somewhere else other than in the normal python path.

    It might be good idea in mentioning cython for the 'build from source' description in the documents.

    FYI, @crawfordsm, I added this to the build directions at astropy.org - was there somewhere else in the documentation you were thinking of, too?

    Updating the docs/install.rst would probably be the only other place I can think of. Thanks Eric!

    @crawfordsm - just updated that in 6ff918e - thanks for the suggestion!

    This is an old bug, but I'm encountering that error when attempting to pip install v0.1:
    IOError: Could not find C file astropy/nddata/convolution/boundary_wrap.c for Cython file astropy/nddata/convolution/boundary_wrap.pyx when building extension astropy.nddata.convolution.boundary_wrap. Cython must be installed to build from a git checkout

    I'm confused because cython is installed and this is a tarball install, so the .c files should be included.

    $ python -c "import Cython; print Cython.__file__, Cython.__version__"
    /Users/adam/virtual-python/lib/python2.7/site-packages/Cython/__init__.pyc 0.17.1

    Command I'm trying:
    pip install https://github.com/astropy/astropy/archive/v0.1.tar.gz

    (and in case there's any doubt, pip uses the same python that imports Cython:

    $ which pip
    /Users/adam/virtual-python/bin/pip

    )

    @keflavich - I think this is a known bug in 0.1 - it definitely acts somewhat oddly with respect to building with Cython. There was some talk of a 0.1.1 release to fix this problem (at least, I think it's the same one), but we opted to just forge ahead and wait until 0.2 to get a release that fixed it.
