Add DUT1 table interface to astropy.time #502

Closed

Description

@cdeil

To be able to compute HorizontalSystem coordinates (Alt, Az), the table of DUT1 values is needed:
http://data.iers.org/products/214/14443/orig/eopc04_08_IAU2000.62-now

See comments by @dsberry here:

Would it be able to interface this table in astropy.time?

Since this table is updated very frequently we might want to not put it in the astropy repo, but add a function to download it from somewhere else.

This is not urgent, we don't have HorizontalSystem coordinate transformations in astropy for the 0.2 release.

    @iguananaut @taldcroft
    I gather this has been discussed already a while back?
    Can someone please summarise briefly how this should be implemented?

    This is a duplicate of #351, so I'm closing it. Please discss the topic further there. (although if there's some subtle distinction I've missed between what you're asking here and #351, @cdeil, feel free to re-open this issue)

    @eteq Yes, this is an exact duplicate. Thanks.
