ci: Add promote.yml workflow for release-candidate promotion - #338

Ports c2pa-rs's promote.yml workflow to this single-project repo. Adapted for c2patool's non-workspace Cargo.toml: the version reset now targets only the first `version = "..."` line (the package version) instead of a global string replace, so it never touches the `c2pa` dependency's own `version = "..."` entries.
