[monitoring-agents] VMAgent runs as single-replica, but VPA doesn't set minAllowed #1893
Description
The cluster-wide VMAgent runs as a single replica by default and is targeted by a VPA. However, the VPA does not specify .spec.updatePolicy.minReplicas==1 in this case, therefore cannot update the VMAgent, leading to OOM crashloops under higher load.
