What this PR does

Every fork pull request has a red "E2E Tests" status since the Renovate roll-up in #4447 moved e2e-fork.yaml to actions/checkout v4.4.0. That release refuses to check out a fork's pull request ref from a workflow_run workflow unless the step sets allow-unsafe-pr-checkout: true, so the publish job stops at its first step and the e2e run never starts.

This sets the opt-in on both pull-request checkouts in the workflow, which gives back the v4.3.1 behaviour. The lane already takes fork code on purpose and its header describes the boundary: publish runs no fork-authored script and e2e holds no push token. A new unit test, hack/fork-pr-checkout_test.bats, fails if either checkout loses the opt-in. Removing it from one step turns the test red under both bats and hack/cozytest.sh.

Closes #4513

Release note

fix(ci): run the fork e2e lane again after the actions/checkout v4.4.0 update

Summary by CodeRabbit

  • Bug Fixes
    • Updated pull request checkouts in the fork workflow to allow the required checkout behavior for both publishing and end-to-end checks.
  • Tests
    • Added a check to verify that pull request checkouts enable this setting.

actions/checkout v4.4.0 refuses to check out a fork's pull request ref
from a workflow_run workflow unless the step opts in. The Renovate
roll-up that moved e2e-fork.yaml to v4.4.0 made the publish job fail
at checkout for every fork PR, so the required "E2E Tests" status now
goes red on all of them regardless of the change.

The lane was built to take fork code this way: publish runs no
fork-authored script and e2e holds no push token. Opting in restores
the behaviour it had on v4.3.1, and a unit test fails if either
pull-request checkout loses the opt-in.

📝 Walkthrough

Walkthrough

The fork E2E workflow now opts into unsafe checkout for pull-request merge refs in both the publish and e2e jobs. A Bats test checks that each pull-request checkout sets the opt-in to true.

The publish and e2e checkout steps set allow-unsafe-pr-checkout: true. The Bats test checks that the workflow has pull-request refs and that every such checkout enables the opt-in.

Priority: ➖ Normal

Estimated code review effort: 2 (Simple) | ~8 minutes

Change: Bug fix · Severity of issue fixed: Medium

Merge Risk: 🔵 Low · up to 1bc7e

The fork E2E checkouts are configured as intended. Strengthen the test to catch a future regression in either job; this coverage gap does not block the current workflow.

Security Architecture Review

Security architecture risk: 🟡 Moderate · up to 1bc7e

Fork E2E runs can proceed again, including execution of fork-authored tests. The workflow separates those tests from registry push credentials, but safe operation also depends on a repository approval setting that could not be verified.

Retained concerns

  • Medium · security · inferred: The checkout opt-in restores execution of fork-authored commands on the E2E runner. The workflow relies on outside-collaborator approval as its hostile-fork gate, but available evidence does not verify that repository setting; this is a conditional exposure, not evidence that approval is disabled.
Security review details

Security Blast Radius

  • inferred — A fork PR whose build is allowed to run can supply image and package data for allowlisted OCIR locations and commands executed by the e2e runner. The inspected workflow does not give those commands registry push or GitHub status-write permission; actual runner isolation was not verified.

Security Findings and Attack Paths

  • inferred — If the documented outside-collaborator approval requirement is not enforced, restoring checkout permits fork-authored e2e commands to run after a completed fork build without the intended human gate. Available evidence does not establish whether that condition holds.

Trust Boundaries and Controls

  • observed — Publish uses fixed registry tools while authenticated, validates fork-selected archive names, and keeps the push credential out of e2e. Status-write permission is confined to resolve and report, not the job executing fork-authored tests.

Resilience and Maintainability Implications

  • observed — Run-scoped artifact downloads, head-SHA checks in both checkout consumers, and a failure-reporting job constrain mismatched-head publication and a green status after a failed publish or test. The head checks do not pin the merge base.

Hardening Proposals

  • proposed — Verify that approval for all outside-collaborator fork runs is enabled before relying on the restored lane, and confirm the runner’s isolation for fork-authored commands.

Require a pull-request checkout in both jobs.

The current workflow has one checkout in publish and one in e2e, but the first test requires only one refs/pull/ record. If either job loses its ref, the other record satisfies both tests. Assert that both checkout steps retain pull-request refs.
