ci(e2e): refuse a new fork image before the build starts - #4767
Conversation
The fork e2e lane pushes a fork's image archives only under names the base tree already exports, which keeps a fork from minting repositories under the CI registry. An image the PR itself adds is therefore refused, but only at the push, after the whole build has run, and nothing the contributor does on the PR can clear it. Compare the image names of the PR tree and its base in the plan job of fork runs, with the same make -n derivation the push allowlist uses, and fail there naming the new images and what has to happen first. The push allowlist is unchanged and remains the boundary: this check runs from the fork's own tree, so it only saves an honest contributor the wasted build. 📝 WalkthroughWalkthroughThe pull-request plan job now checks fork PR image names against the base tree before computing changed files. A new script derives and compares image names. Tests cover the comparison and workflow condition, and documentation describes the check. ChangesFork PR image check

Merge Risk: 🔵 Low · up to The new early check for fork PRs may silently pass if image-name derivation fails on the PR tree. The push allowlist still enforces the boundary, so the practical risk is small. Adding a guard is a quick follow-up. 🚥 Pre-merge checks | ✅ 4 | ❌ 1❌ Failed checks (1 warning)

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Fix: a failed image_names call is not detected, so a broken derivation can pass the check.
The set -e option does not stop the script when a command substitution fails in an assignment such as head="$(image_names "$2")". The pipeline status is that of sort -u. The grep -oE step exits 1 when it finds no match. Without pipefail, that exit status is hidden.
If the head tree yields no names, head is empty and every base image counts as removed. The script then exits 0 and the check passes silently. The base case has an explicit empty check. The head case has none.
Add a guard for the head tree. Use the same error style as the base check. The derivation is correct only when the head tree exports at least one image.
Proposed fix
[ -n "$base" ] || { echo "::error::image name derivation produced no names for the base tree" >&2; exit 1; }
+[ -n "$head" ] || { echo "::error::image name derivation produced no names for the head tree" >&2; exit 1; }The bats test for a head tree with no names needs updating too. The test "the same image set, or a removed image, passes" uses fewer with one image. That case stays valid.

LGTM. Ran hack/fork-new-images.sh against the real tree and the bats suite (6/6, also under the CI runner); derived image names match the allowlist in e2e-fork.yaml, the HEAD^1 base matches the plan step, and the fork step runs the fork's own script under a read-only token with no secrets, so it widens no trust boundary.
What this PR does
A fork PR that adds a first-party image cannot pass the fork e2e lane, and today it finds that out only after the whole build.
e2e-fork.yamlpushes the fork's image archives only under names the base tree already exports, so a new image is refused at the push withimage '<name>' is not in the base-tree allowlist. Nothing the contributor does on the PR changes that.This PR keeps the push allowlist as strict as it is and moves the failure to the start of the run. On fork PRs,
planinpull-requests.yamlnow runshack/fork-new-images.sh. The script derives the image names of the PR tree and of its base parent with the samemake -nderivation the push step uses. If the PR tree exports a name the base does not, it fails before any build, names the images and says what has to happen: a maintainer lands the image on the base branch first, or the change runs from a branch in this repository.The check runs from the fork's own tree, so a fork can remove it. That is fine, because it only saves an honest contributor a wasted build. The push allowlist in
e2e-fork.yamlis still the boundary. That workflow cannot call the script, since it runs from the default branch over an untrusted checkout. Sohack/fork-new-images.batspins the two derivations to each other, and also covers the script's behaviour and the fork-only gating of the step.I replayed the script against the merge commit of #4291 and its base parent. It fails with
cluster-api-provider-kubevirt, the same name the push step refused there. The workflow_run lane itself cannot be exercised locally.This does not lift the limitation itself: a fork still cannot get a green run for a new image. Part of #4329.
