LGTM (independent cozy-review pass).
The backport patch applies cleanly to the pinned upstream (6dbc11c); building upstream at the pin with the patch gives a clean go build and 86 passing specs, and disabling the migration-first branch turns 17 tests RED (non-vacuous). Migration-first eviction uses three separate bounded windows (submission 10m / active migration 10m / drain-fallback 10m), the deadline survives reconciles, legacy/invalid markers fall back to drain+delete, a late migration success is still honoured, the VMIM is created once (priority omitted, reserved for virt-controller), and missing RBAC degrades gracefully to the old path. The image ref lives outside the gzip so retag/mirror discover it; bats 4/4.
Caveats (non-blocking): the go tests run only in the maintainer image build (not PR CI) — I re-ran them myself; install-from-source is inert by design until a main/release rebuild re-pins the image; a duplicate VMIM is possible on a persistent annotation-patch failure (KubeVirt allows one active migration, so extras are rejected). Recommend a maintainer image build + live migration validation before merge.

NOT LGTM. The new bats file installs three EXIT traps and doesn't declare them, so make unit-tests goes red as soon as the build workflow runs.
The image pin first, since that decides whether this is safe to merge at all. images/cluster-api-provider-kubevirt.tag holds quay.io/capk/capk-manager:v0.1.10@sha256:87c2a80.... I looked it up in the registry instead of eyeballing it: the digest exists and is what v0.1.10 resolves to today, so the rendered InfrastructureProvider pulls a real image and the provider comes up after merge. It is the stock upstream image though, so the eviction change does nothing until make image regenerates the pin. The release path does that: tags.yaml builds, then commits the artifacts. The body and UPSTREAM.md both say this and both are right. One thing to check outside the diff, since this is the package's first image build: cluster-api-provider-kubevirt is a new repository in the build registry and has to exist there before the first promoted build.
Scope, so you know what the verdict rests on. I resolved the pin against the registry, decompressed components.gz and byte-compared it with the yaml, ran the bats suite and mutated all four of its checks, and diffed the patch against the three upstream PRs on eviction ordering, deadline handling and the RBAC markers. I did not walk the 790-line machine_test.go hunk line by line, and I read the rest of the patch rather than re-deriving it.
Clean, so nobody has to redo it. components.gz is byte-identical to infrastructure-components.yaml and is exactly gzip -n of it, so it reproduces and carries no embedded timestamp. The VMIM rule is create only on capk-manager-role, which is enough given progress comes from vmi.Status.MigrationState and the annotations live on the KubevirtMachine, and it agrees across the kubebuilder marker, config/rbac/role.yaml, the yaml and the gzip. All four bats checks executed and all four went red under mutation, including the failed-build pin preservation, which I checked specifically because a guard against losing a pin can easily pass without testing anything.
Blocker
hack/capk-provider_test.bats installs three trap 'rm -rf "$work"' EXIT handlers and has no # EXIT-TRAP DEBT: line in its header comment block. hack/bats-no-exit-trap.bats is an exact ratchet: no declaration means no traps allowed. Running it on this head prints capk-provider_test.bats: holds 3 EXIT trap(s) and declares none, then FAIL: EXIT-trap cleanup and the declared debt disagree., and exits 1. Both files land in BATS_UNIT_FILES, and pull-requests.yaml runs make unit-tests. That workflow has not run here; the only completed checks are CodeRabbit, DCO, label and size, so the green rollup does not cover it.
Fix is one line, # EXIT-TRAP DEBT: 3 in the header. Keep the traps as they are. They sit inside explicit subshells, which that guard's own notes treat as legitimate, and the count protects the construct rather than scheduling it for removal.
Non-blocking
UPSTREAM.md explains the omitted migration priority as something KubeVirt reserves for virt-controller. The real constraint is harder than that. CAPK v0.1.10 pins kubevirt.io/api v1.5.0, whose VirtualMachineInstanceMigrationSpec has only VMIName, while upstream #392 pins v1.9.0 where Priority exists. The typed struct upstream builds will not compile against the pinned API, which is also why the patch builds the migration unstructured. Worth putting in that line, since it is the durable record of why the backport deviates.
Two behaviours I would raise upstream rather than here, both byte-identical to what you backported. tryMigrateVMI takes the fallback as soon as Status.MigrationState.Failed is set, and KubeVirt keeps the last migration's state on the VMI, so a VMI carrying an older failed migration goes straight to drain and delete without a new attempt (upstream #392). The cordon-ownership annotation is set unconditionally after RunCordonOrUncordon, so a node an operator had already cordoned gets recorded as CAPK-owned and uncordoned once the VMI is back (upstream #389).
Last thing: the body becomes the merge commit message verbatim. "Ready for review." and the sentence about fork workflows needing maintainer approval will read oddly in git log a year from now. The paragraph about the pin still pointing at the upstream image is worth keeping — that one describes the artifact rather than the review.

LGTM.
I applied the patch to a clean checkout of 6dbc11c4d0cbfbdcd618566538c10b0d4a07516b, which is what the v0.1.10 tag points at. Five files, all clean, no offset and no fuzz. The patched tree builds, go test ./controllers ./pkg/... passes, and it cross-compiles to linux/amd64. That was Go 1.27.1 rather than the 1.26.4 the builder pins, so it tells you the source is sound and nothing about whether the image build reproduces.
The trap declaration closes the blocker, and the unit lane is green in CI now. It had not run at all when I looked last time. E2E stays red on the base-tree allowlist and nothing in the branch can move that, so this merges with no e2e behind it.
Non-blocking
None of #374, #389 or #392 is in a published upstream release. Newest tag is v0.11.2 from March; the three merged in February, July and August. There is no version to name in a "drop this patch when we reach X" line, and UPSTREAM.md should say so, or the next person repeats the lookup.
The doc now gives the right reason for the omitted priority, but the comment in the patch still says priority is reserved for virt-controller. #392 sets Priority: PrioritySystemCritical from the provider itself. Two reasons for one omission, and the weaker one is in the source that ships.
git apply --check /patches/*.diff && git apply /patches/*.diff is fine at one patch. Add a second patch that depends on the first and --check rejects it while the plain apply succeeds, because --check never writes the tree. Dropping --check costs nothing.

## What this PR does A fork PR that adds a first-party image cannot pass the fork e2e lane, and today it finds that out only after the whole build. `e2e-fork.yaml` pushes the fork's image archives only under names the base tree already exports, so a new image is refused at the push with `image '<name>' is not in the base-tree allowlist`. Nothing the contributor does on the PR changes that. This PR keeps the push allowlist as strict as it is and moves the failure to the start of the run. On fork PRs, `plan` in `pull-requests.yaml` now runs `hack/fork-new-images.sh`. The script derives the image names of the PR tree and of its base parent with the same `make -n` derivation the push step uses. If the PR tree exports a name the base does not, it fails before any build, names the images and says what has to happen: a maintainer lands the image on the base branch first, or the change runs from a branch in this repository. The check runs from the fork's own tree, so a fork can remove it. That is fine, because it only saves an honest contributor a wasted build. The push allowlist in `e2e-fork.yaml` is still the boundary. That workflow cannot call the script, since it runs from the default branch over an untrusted checkout. So `hack/fork-new-images.bats` pins the two derivations to each other, and also covers the script's behaviour and the fork-only gating of the step. I replayed the script against the merge commit of #4291 and its base parent. It fails with `cluster-api-provider-kubevirt`, the same name the push step refused there. The workflow_run lane itself cannot be exercised locally. This does not lift the limitation itself: a fork still cannot get a green run for a new image. Part of #4329. ### Screenshots Not a UI change. ### Downstream repositories - [x] No downstream repository is affected by this change - [ ] [cozystack/website](https://github.com/cozystack/website) - follow-up: - [ ] [cozystack/terraform-provider-cozystack](https://github.com/cozystack/terraform-provider-cozystack) - follow-up: - [ ] [cozystack/ansible-cozystack](https://github.com/cozystack/ansible-cozystack) - follow-up: - [ ] [cozystack/ccp](https://github.com/cozystack/ccp) - follow-up: - [ ] [cozystack/talm](https://github.com/cozystack/talm) - follow-up: - [ ] [cozystack/cozyhr](https://github.com/cozystack/cozyhr) - follow-up: - [ ] [cozystack/cozy-proxy](https://github.com/cozystack/cozy-proxy) - follow-up: - [ ] [cozystack/cozystack-telemetry-server](https://github.com/cozystack/cozystack-telemetry-server) - follow-up: - [ ] [cozystack/external-apps-example](https://github.com/cozystack/external-apps-example) - follow-up: - [ ] [cozystack/examples](https://github.com/cozystack/examples) - follow-up: - [ ] [cozystack/community](https://github.com/cozystack/community) - follow-up: ### Release note ```release-note ci(e2e): a fork PR that adds a new first-party image now fails in the plan job, naming the image, instead of after the whole build at the image push. ``` <!-- This is an auto-generated comment: release notes by coderabbit.ai --> ## Summary by CodeRabbit * **New Features** * Fork pull requests that add image names not present in the base branch are now rejected during planning, with the new names reported before builds begin. * **Documentation** * Updated guidance describes the early check and clarifies how it relates to the image allowlist used during publishing. * **Tests** * Added coverage for new, unchanged, reduced, and empty image sets, along with checks that the pull request workflow applies the check only to fork submissions. <!-- end of auto-generated comment: release notes by coderabbit.ai -->
What this PR does
CAPK v0.1.10 handles host eviction by draining and deleting the guest VMI. It also looks up the physical host name in the guest cluster, and a recreated guest can remain cordoned. Backport CAPK #374, #389 and #392 onto the current provider API and runtime, with separate bounded submission, active migration and fallback windows, and ordinary VMIM objects without a priority, a field the pinned
kubevirt.io/apiv1.5.0 does not carry. The submitted VMIM deadline survives reconciliation; expired, invalid or legacy marker values enter the existing fallback path.Add the manager build to the package pipeline, read its digest pin through the provider imageUrl override, and ship VMIM create permission in the compressed provider manifest. Source tests and four packaging checks pass, including failed-build pin preservation and the rendered ConfigMap payload. The regression tests include unprocessed submissions, legacy and invalid deadline values, repeated reconciles, and a fresh active migration window after submission expiry. The updated manager also cross-compiles for linux/amd64 with Go1.26.4. The previous OCI build predates the submission-deadline correction and does not validate an image containing this change. The updated source still needs the maintainer-owned image build described below.
The checked-in pin still identifies the original upstream image, so installing this source chart directly does not enable the backport. The regular main and release builds now include this package, stamp the built image digest, and package that exact artifact; the release workflow also commits the generated pin. Pre-merge E2E validation needs a maintainer-owned build because fork publication only allows image repositories already present in the base tree.
