Property owners have the motivation to compete with other properties to launch projects early. For that reason, they would like to present advantageous conditions, but now, all properties' reward rates governed by one Policy.
Solution
Instead of a 51% developer, 49% staker split, developers can set their own splits and create a staking market. This allows the market to decide the split.
I am the one who put forward this DIP, I will talk about the benefit I believe it adds, below.
Right now new staking rewards are set by the protocol and 51% are given to developers while 49% are given to stakers. While the ultimate goal is to fund development, giving developers and projects the ability to compete on staking rates, benefits stakers and also developers who want to attract attention to their project. If you have any questions feel free to ask!

Caliber, this is an amazing proposal and great way for the market to be allocated more efficiently rather than falling into Pareto's Principle. In the current model Pareto's Principle plays out because users choose the first package they see to stake. In the long term, this could cause a lot of fluctuation for APY.
Another easier way to allow users to find more projects is by creating tags and categories.
It wouldn't affect #12. I think open asset creators creating their own splits is a bit too complicated for the protocol currently. Splits should be further studied and considered after the foundation is complete.

@defi-er Thank you for the opinion. By the way, the tagging feature is in progress now😉 dev-protocol/dev-for-apps#12

I saw, great news! When can we expect DIP #5? In my opinion, it's the most important.
