   The test for Utf8FromUtf16 is up. This was the impetus for the issue. I will not close the issue just yet in case we need to test other functions.

   I am unsure if testing CreateAndAttachConsole and GetCommandLineArguments makes sense in the same way it does for Utf8FromUtf16.
