TabBar missing the ability to modify horizontal alignment for tabs

Scrollable TabBar

  1. Align with an offset of 56.0 pixels (M3 default)

  1. Align to the start
  2. Align to the center (M2 default)

Non-scrollable TabBar

  1. Fill (M2 and M3 default)

There are some hacks to make this possible.
