Popup menu is also affected by this, maybe obviously.

Actually this is more complicated than it first appears. Specifically, in the case of a page transitioning to another with a hero+wipe transition, the new page should be under the drawer.

e.g. open the settings page in the stocks demo app. The drawer should be under the settings age, but it's over it.
