Scrollbar should not be visible when there isn't enough content to scroll, i.e. when content dimension <= view port dimension #33635

Description

When I drag vertically in a vertical ListView with little content, the scroll bar still appears as if the content dimension is slightly larger than the view port dimension. There seems to be some rounding/precision problems.

Turns out it doesn't have anything to do with rounding. Receiving OverscrollNotification is expected.
