[scheduler] Retried presubmit builds do not use ci.yaml properties #99523

https://ci.chromium.org/ui/p/flutter/builders/try/Mac%20web_tool_tests/12911/overview was a rerun builder, and it did not contain the ci.yaml change of revving chrome_and_driver from 98 to 98.1
