This pull request introduces a new 'Linux snippets' target to the CI configuration in .ci.yaml and updates ownership assignments in the TESTOWNERS file. It also refactors dev/snippets/test/snippets_test.dart by converting a variable to final, removing a test case for the --no-format-output flag, and removing unused fields from MockSnippetGenerator. The
snippetstest fails with one error on HEAD. Apparently it's not run on CI.This PR fixes the failure by removing the test case that verifies
--no-format-output. The CLI option was removed in https://github.com/flutter/flutter/pull/161347/changes .A deadcode parameter is also removed.
This PR also adds this test to CI.
