[v2] Add CI debug skill for acceptance test failure analysis - #4024

Add an agent skill (.agents/skills/debug-ci/SKILL.md) that provides structured instructions for debugging Gophercloud acceptance test failures in GitHub Actions. The skill covers: - Identifying failures using gh CLI and gotestsum output - Downloading and navigating CI artifacts from script/collectlogs - Mapping all 21 functional workflows to their devstack services, test paths, and relevant log files - Tracing OpenStack request IDs from Go test errors into devstack service logs - Common failure patterns and classification guidelines
Replace the static version table with a pointer to the workflow files. The matrix changes over time and a hardcoded table would go stale.
