Fix description of a variable's reference type - #1654

It still had the old "there are only pointers" way of describing it. Also add a statement in "var and let" about what a variable identifier's use denotes.

…eb#1654) The count of the querySet should be greater than the queryIndex of timestampWrite. So, this PR adds a test to check if a validation error is generated when the query index is greater than the count of the query set. Issue: gpuweb#1618
