Fix #1371 P2 strict binder comprehension-local scope - #1386

Summary

• fix strict-name unresolved identifier checks to respect comprehension-local binders
• cover quantifier predicates (all/any/none/single) and list comprehensions ([x IN ... | ...])
• keep comprehension locals scoped: still reject leakage outside the comprehension expression
• update strict parity and baseline tests to reflect resolved [META] Cypher binder coverage gaps blocking #1357 strict_name_resolution rollout #1371 P2 behavior
