deptry has no default config, doesn't get detected in bitbucket integration for none backend #983

usethis ci bitbucket via use_ci_bitbucket makes use of heuristics to determine which tools are used.

Usually we just use a dependency declaration in pyproject.toml but this doesn't work if there's no backend.
