if we make Http3ConnectionHandler public, we have to also make the constructor public which will require overloads when we change it in the future. Http3ClientConnectionHandler constructors are already public so this is a bit less intrusive. |

(#17031) Auto-port of #17027 to 5.0 Cherry-picked commit: 0edad8e --- **Motivation** Enable extension of `Http3ClientConnectionHandler` to support higher-level protocols such as WebTransport. Two approaches were considered: 1. Make `Http3ClientConnectionHandler` extensible. 2. Make `Http3ConnectionHandler` extensible. This PR adopts **option 1**. **Changes** * Removed the `final` modifier from `Http3ClientConnectionHandler`. * Changed `initBidirectionalStream(...)` and `initUnidirectionalStream(...)` from package-private to `protected`. **Result** Fixes #16992 Co-authored-by: Santhosh <[email protected]> Co-authored-by: Norman Maurer <[email protected]>

Motivation
Enable extension of
Http3ClientConnectionHandlerto support higher-level protocols such as WebTransport.Two approaches were considered:
