Redesign repo create to match other create commands

Right now, the repo create command behaves quite differently from other create commands, and that can cause some confusion and unexpected behavior. I'm proposing we redesign it to more closely match pr create and issue create like so:

This will:

Take the user and the directory name and surface that as the autofill on the first prompt (like pr create does with commit info)
Prompt for description
Prompt for visibility (as discussed in Repo create should default to public #1270)
Prompt for final confirmation (as discussed in Add confirmation steps to risky write commands #1330, and started in Added confirmation steps for risky write commands #1357)

This looks like a culmination of different scattered points 😅 . I'll be glad to incorporate all the changes in #1357.

But we still keep all the flags right ?

Yes! All flags should stay the same, this is changing the behavior for when no arguments are passed
