When Flutter shows the Copy/Paste toolbar, the Paste option is available even if the clipboard is empty. (I tested this in the codelab.) According to the Material Design Spec:

Menu items which are relevant but need certain conditions to be met may be disabled.

Although the spec says "MAY", I've never seen an app that allows you to tap Paste if the clipboard is empty.

    Finding out the state is something you can only do asynchronously, so we should delay building this UI until we know.
