Steps to Reproduce

  1. Create a long scrollable ListView with a TextField somewhere in the middle.
  2. Long press the TextField to open the text selection menu. If it has enough room, it should appear above the field.
  3. Scroll the field up so that the menu no longer has enough room. It should redraw itself below the field, but it stays above.

    The problem is that the menu should flip to be below the field when it doesn't have enough room at the top. I've updated the description up top with some better gifs to show this.

    There's also the problem that the menu doesn't fade in and out on scroll, which is covered here: #52425
