[flutter_tools] Handle missing Xcode gracefully in getInfo and buildMacOS - #191180

…acOS When Xcode is not installed, incomplete (e.g. only Command Line Tools), or xcrun cannot find xcodebuild (exit code 72), `_processUtils.run` in `XcodeProjectInterpreter.getInfo` previously threw an unhandled `ProcessException`. This change: - Catches `ProcessException` in `XcodeProjectInterpreter.getInfo` and converts it to a clean `ToolExit`. - Adds a pre-flight `globals.xcodeProjectInterpreter?.isInstalled` check in `buildMacOS` before proceeding with build execution. - Safely handles null `projectInfo` in `buildMacOS` to prevent `Null check operator used on a null value` crashes. - Adds regression tests in `xcodeproj_test.dart` and `build_macos_test.dart`.
