[ci] Pin stable version - #2328

Switch from using the the latest stable version to using a pinned stable version, just as we do for master. This file will be managed by an auto-roller (to be enabled shortly). Fixes flutter/flutter#68934 Fixes the flutter/packages half of flutter/flutter#106900
